According to the Istituto Veneto di Scienze, Lettere ed Arti website (), the Istituto was already in its embryonic stage in 1797 in the form of a bill of a.VI brumaio 19 (1797 November 9) presented by Napoleon Bonaparte to the Directorate of the Cisalpine Republic; in that bill the seat of the Institute was set as Bologna. According to the Istituto Lombardo, Accademia di Scienze e Lettere website (), this planned Institute was on the model of the Institut de France.

With the transformation in 1802 of the Cisalpine Republic into the Italian Republic, this planned Istituto Nazionale was realized; through a decree of the legislative body of 1802, August 17, the new Institute was started; it was divided into three sections: of scienze fisiche e matematiche, of scienze morali e politiche, and of lettere e belle arti [according to the Istituto Veneto di Scienze, Lettere ed Arti website ()].

According to the Istituto Veneto di Scienze, Lettere ed Arti website (), in 1810 (after Bonaparte had become emperor), the Istituto Nazionale had to be moved from Bologna to Milano, and at that time also had to take a new name, Reale Istituto di Scienze, Lettere ed Arti.

The Istituto Lombardo, Accademia di Scienze e Lettere website () gives slightly different information: on 1810, December 25, Bonaparte gave the Istituto Nazionale a new name, Istituto Reale di Scienze, Lettere ed Arti; and the Institute was moved from Bologna to Milano.

According to both the Istituto Veneto di Scienze, Lettere ed Arti website (), and the Istituto Lombardo, Accademia di Scienze e Lettere website (), after the lessening of power of Bonaparte (and the fall of the Kingdom of Italy), the Institute continued to exist under Austrian rule. Evidence from the change in name of the Memorie suggest that this change occurred around 1813, and that, at that time, the Institute took the new name Imperiale Regio Istituto del Regno Lombardo-Veneto.

Finally, according to the Istituto Veneto di Scienze, Lettere ed Arti website (), in 1838, the current ruler, Emperor Ferdinando I of Austria, on the occasion of his coronation in Milan, divided the Institute into two, the Istituto Lombardo based in Milano, and the Istituto Veneto in Venezia.
